Changes for version 0.203

    ENHANCEMENTS
        Main plugin needs access to the Schema's current_user so move stashing
of user in Schema from Routes to main plugin class.
    BUG FIXES
        Add dep on Scalar::Utils for weaken method.
    TESTS
        Remove pg_enable_utf8 from Pg tests - closes issue #1.
        Omit BUILD from pod-coverage.
