patch to deprecate net/omcmd

Schedule net/omcmd for removal on 2016-06-01, for the following reasons:
- depends on already expired net/isc-dhcp41-server (for which upstream ended
support) and porting it to net/isc-dhcp43-server seems non-trivial (or that
port is broken)
- the MASTER_SITE is gone, so the port cannot be fetched (distcache.freebsd.org
does not count)
