Hello,

i move the problem described here into an own PR:

Currently gitlab did not start on boot or on jail-start, but it starts when you
do a "service gitlab start".

This is through problems within the rc script. xmj@ already provided a patch,
but i think the patch needs some more thoughts. But the patch fixes the problem
and is a good start :)
