textproc/smu: update 1.3 -> 1.4 and move to Github

Hello rodrigo,

While working bug 196224 for an SMU derivative I realized that this port can be
moved to Github and updated.  Here is a patch for your review that will do just
that and sync up some of the post-patch configuration that let SMI works with
user defined PREFIX/MANPREFIX.
