patch-add-support-for-USE_REPO_DEPENDS v1.0.0

The attached patch adds support for two new special behaviour variables:
USE_REPO_DEPENDS and USE_REPO_DEPENDS_ONLY.  They follow the same behaviour
pattern as USE_PACKAGE_DEPENDS(_ONLY) and can act as a fallback to
USE_PACKAGE_DEPENDS(_ONLY).
