Perl compiler's C backend

This new port is needed as a (1st level) prerequisite 
for new version of existing port devel/p5-Sub-Name.

This PR depends on PR 196687 and on PR 196688, 
which introduce new ports.

- "portlint -AC" says: looks fine.

- Tested with poudriere-3.1.1 (log attached)
at 10.1-amd64 with perl5-5.18.4_11
During this testing, built-in perl tests were activated with
"pre-install: test" construct in the port's Makefile.
