Alright!  I've gone through all the open PRs and commented on what action I
think is appropriate.

I've also created a new PR (bug #193693) for tracking the process of the
overall merge.  

In bug #193693 I've attached my current progress on a huge rollup patch to
merge dspam-devel and dspam together, upgrade to latest upstream and fix any
applicable open bugs.

It's not ready for commit yet, but I wanted to get it out there.
