Version bump for DBIx::SearchBuilder

Also contains an additional modification to enable installing DBD::Pg32 for RT
without conflicts (if the maintainer of DBD::Pg32 enables is)

Tested on RedPorts, cannot test locally because of Bapt breakages... Should be
applied to the quarterly as well - even though this is not a security issue
enables usable remote databases with RT 4.x
