patch to switch databases/py-geoalchemy2  to stable atabases/py-sqlalchemy

databases/py-geoalchemy2 is the only consumer of py-sqlalchemy-devel because it
needs py-sqlalchemy >=0, so current databases/py-sqlalchemy doesn't meet that
requirement. There is pending patch to update databases/py-sqlalchemy to 0.9.7
and once it will be committed py-sqlalchemy-devel can be removed.
Please see the patch attached. It updates  databases/py-sqlalchemy to 0.9.7 and
switches databases/py-geoalchemy2 to stable py-sqlalchemy in preparation of
removal -devel port
