net/beacon STAGE MAINTAINER attempt

net/beacon

requests MAINTAINER
adds STAGEDIR

As [rightfully] requested. Here is the QA output, as well as my
attempt to overcome the issues. I have it down to one file (see below).

NOTE This still needs work.
Please find 2014-09-03.diff, attached. As well as net-beacon-QA-output,
also attached.

I've spent quite some time on the issue with dealing with
the .packlist file. I have everything else in place, to get this port
workin, as intended. But would appreciate advice on dealing with that
file.
