Snort 2.9.7.0 patch for FILEINSPECT support

The latest update for Snort 2.9.7.0 added a build option for the new
FILEINSPECT experimental feature.  However, support for that feature requires
including the file_magic.conf file in /etc/snort and also the dynamic
preprocessor libraries.  Those are missing in the Makefile and pkg-plist files.

The attached patch corrects the problem.
