A personal email to me from Daniel:

"I just found this mail in my spam folder. While I would love to continue to
maintain the systemc port, at the moment, I, unfortunately, do not have the
time to properly do so. So unless someone else adds staging support or is
willing to take maintainership, I reckon the path for this port would be to go
with option 4 (remove it) for the time being. Sorry. Kind regards, Daniel"

I'll make the LEGAL change outline in the diff, then close this PR and wait for
the port to be reaped.
