ports/187076: PREFIX!=/usr/local prevents package build for openssl, monit

 When using PREFIX=/usr, a workaround to the: tar stat failure to acquire
 man pages into the package, is to add MANPREFIX=/usr.  Not a desirable
 outcome but if the recency of the package is more important than having
 man pages, this "works".
