patch: add update script, change port options

The attached patch fixes the issue.

Changes:
- Remove config files manipulation stuff
- Add configuration create/update script
- Remove NO_PACKAGE
- Remove unnecessary patch patch-configure.pl
- Change port options
- Bump port revision
