Given that we have absolutely no clear directive on what we are supposed to do
or not do with licenses, I can get behind that.

3096 COPYING or LICENSE files are installed. 585 of them are in DOCSDIR. You
can't tell me that there's no precedent.

There is nothing explained in bsd.licenses.mk.
