ports/182209: [new port] misc/hyperv-ic: Ports containing Hyper-V integration components for FreeBSD

General question on the category:
There are a significant number of virtualization ports in emulators.
Emulators seems to be more about emulating hardware that is not present
instead of virtualizing the existing hardware. Given that why not create a
category for virtualization?
