The Gimp 2.6 port files placed in usr/local/etc/gimp/2.2 are read-only.  When they are copied to a user's account to create new defaults, the read-only flag is not removed from menurc (or gtkrc).  This prevents changes to keyboard shortcuts from being saved on program exit when enabled.

> ls -l ~/.gimp-2.6 | grep ^-r-

Add user write permission to ~/.gimp-2.6/menurc (and possibly gtkrc).
