I have a port that depends on tomcat6, and has a dep line like this:
BUILD_DEPENDS+=	${LOCALBASE}/apache-tomcat-6.0/bin/bootstrap.jar:${PORTSDIR}/www/tomcat6

error from portlint
FATAL: Makefile: do not depend on any apache port in *_DEPENDS directly.  Instead use USE_APACHE=VERSION, where VERSION can be found in ${PORTSDIR}/Mk/bsd.apache.mk.

I think having ^apache is too agressive of a match, as well, so not sure what is best.
