I found that options have changed:
> configure: WARNING: unrecognized options: --with-libgeotiff, --with-libgif, --with-sqlite
now is  with-geotiff, with-gif, with-sqlite3

And configure does not find XML libraries, should be removed these options.
Without them all is OK.

--with-expat-inc=${LOCALBASE}/include \
--with-expat-lib=${LOCALBASE}/lib

--with-xerces-inc=${LOCALBASE}/include \
--with-xerces-lib=${LOCALBASE}/lib
