ports/150235: sysutils/smartmontools build system bug

 Once again.
 
 1) Source tree needs to be exist to build smartmontools with cissio 
 support. It will build w/o source tree, but cissio will be disabled by 
 configure script.
 2) Out of sync sources is not a problem of smartmontools, but user. 
 Don`t do this and and there will be no problems.
 3) Your changes will break cissio functionality - so i can`t approve it.
