As a test, I ran, 
#pkg_deinstall xchat-2.8.6_3

and got the excat error as above, tried several ports and all error out with the same message.

portinstall any-none installed port.

work-arounds: portmaster, make install
Fix: no idea, ruby isn't my strong poing.
