ports/124118: Update port: comms/spandsp-devel Update to 0.0.5.p3

Hi Pav
I have been look closely at the Yate port and it seems that it is
currently the latest in the 1 series. So I would therefore suggest that
we do not break it and instead create a new spandsp port.
I would suggest that we call this one spandsp-devel5.
