ports/120082: [MAINTAINER UPDATE] lang/see[-devel]: update to new versions

 MASTER_SITES in lang/see-devel is setup to use MASTER_SITES_LOCAL.
 Reason for this is that distfile required is only available using links (torrent and HTTP URL) on
 the SEE Author's homepage (http://www.adaptive-enterprises.com.au/~d/software/see/).
 As far as I know torrent isn't usable by fetch(1) and HTTP link to the distfile on the homepage is
 very slow and the SEE Author's request was not to use it for MASTER_SITES cause of the possibility
 of saturating the link.
