If /var/db/pkg is changed while portupgrade is running, portupgrade fails.
>How-To-Repeat:
use portupgrade to upgrade a port where compiling takes a long time.
While portupgrade is compiling that port use another window to remove an
unneeded port. (with pkg_delete <pkgname>)
Even if the upgraded port is depenency-wise completely unrelated to the
deleted port, portupgrade fails as soon as the compile finishes:
** Listing the failed packages (*:skipped / !:failed)

I think portupgrade shouldn't even try to touch this file. And earlier
versions of portupgrade did NOT fail in such a way.
