Install gnustep-base

Copying the file manually fixes the problem:

cp -p work/gcc-4.2.1-RC-20070712/libobjc/objc/objc-decls.h /usr/local/lib/gcc-4.2.1/gcc/i386-portbld-freebsd7.0/4.2.1/include/objc/
