	ports/103830 updates py-scipy to latest version and depends on
	numpy. And comms/wsjt depends on the old scipy, which uses numeric
	instead of numpy. As discussed with the current scipy maintainer
	(CC'ed), we will move scipy to scipy03 and make wsjt uses it
	(for now).
