It's in X11BASE now.

You don't need to install plugins in Opera's plugins directory anymore.  
Opera will find them by itself throught the plugins.ini feature. As for  
PLUGINSDIR that don't work is a known issue that you can't put the if  
inside the for (loop). The maintainer knew about that for pretty very long  
time.
