      Although the MOD_DAV_SVN option implies WITH_APACHE2_APR, defining them both causes the following error in configure:

      WARNING: skipping the build of mod_dav_svn
               --with-apxs or --with-apache must be used

When WITH_APACHE2_APR is not defined this error is not
