ports/61138: net/psi missing devel/qmake dependency

 The problem here is that qmake is a build dependency of qt, so it's
 possible to install qt, remove qmake and then go on and install a
 qt-consumer like psi and qmake is not there.
 
 Solutions:
 
 1) Add qmake build dependency to many many ports.
 2) Change qmake to be both build and runtime dependency of qt.
 
 This is up to KDE team.
