Lots of things have moved from net to net-mgmt. The Nagio plugins port optionally uses the p5-Net-SNMP port. But it looks in the wrong place to compile this if isn't already installed

Compile nagios-plugins with SNMP support, but without having installed the p5-Net-SNMP port.
