 background images work perfectly for me...
 
 did you make sure that
   - your backgrOund image is of .xpm format?
   - you have tried the icewmbg command if setting DesktopBackgroundImage
     doesn't work
   - you placed your configuration file ("preferences") in the right
     place? should be "/usr/X11R6/share/icewm/preferences" or better
     "$HOME/.icewm/preferences"?
