ports/75499: USE_LINUX checks for RedHat, not for any Linux install

It's not a complete solution but it takes away a lot of breakage for 
linux_base-debian users, whose current solution is creating a bogus
redhat-release file just to fool some ports.

That sounds good. Is this patch, if it exists already, available
anywhere right now?
