ports/74974: Update port: textproc/py-xml update to 0.8.4

Thanks for committing the changes to the py-xml port.

Looks like the listing on http://www.freebsd.org/ports/textproc.html
is in a state of transition? It is still at 0.8.3 but has the new pkg-descr.

Speaking of which, any chance you could sneak this URL fix in?
