According to the porter's handbook:
BROKEN is reserved for ports that do not work and should not be
installed by users. This will prevent users from installing the port.
Even though the port builds, it does not function (at all) on 4.x, so I
think it should be marked BROKEN, not IGNORE.
If you really believe IGNORE is a better marker to keep users
from building it on 4.x, go ahead and commit that instead. I just want
to make sure people are clear that it is (for the time being) only
usable on 5.x.
