Update deskutils/xfce4-notes to 0.9.6.

Please note that the upstream package name has changed from xfce4-notes
to xfce4-notes-plugin, which is in line with several other panel plugins
for xfce4. I have renamed the package accordingly. Maybe it would make sense
to repo-copy the port to keep naming in sync?
