On 2018-12-29 21:42:43 UTC you said that this was only a problem with
12.0-RELEASE.
I think that STABLE uses latest packages, which aren't updated for aarch64, can
you try using quarterly packages ? (Just edit /etc/pkg/FreeBSD.conf)
