this patch includes arm64-* as a valid operating system

A fresh install of FreeBSD12 running in Raspberrypi3 aarch64
does not build ports-mgmt/pkg because /usr/ports/Templates/config.sub does not
recognize "arm64-portbld-freebsd12.0"  as a valid operating system
