I recently migrated to poudriere to build packages for all my jails. Poudriere
runs outside of the jails and the packages are served via an nginx listening on
port 36742, running outside of the jails as well.

Inside of the jails I configured pkg to use my build packages:

root at mail:/usr/local/etc/pkg/repos # cat FreeBSD.conf 
FreeBSD: { enabled: no }
root at mail:/usr/local/etc/pkg/repos # cat poudriere.conf
poudriere: {
    url: "http://127.0.0.1:36742/packages/${ABI}",
    mirror_type: "http",
    signature_type: "NONE",
    enabled: yes
}

This works as expected.
