Why clean /usr/local?

That can't be correct behavior.  /usr/local/bin should NEVER be cleaned
up.  A number of directories under /usr/local are shared with
administrative scripts and related files.  These are not part of the pkg
system nor should they be.

If pkg is actually deleting files or directories not owned by any package
it is a bug, a bug severe enough to warrant review of the policies,
processes and/or individuals approving checked-in code.
