possible bug in pkg-1.3.8

Hello,
I am using pkg-1.3.8_3 on a freebsd:10:x86:64 machine, attempting to manually create a very simple package.
The 'pkg' command runs successfully, and debug level 4 output indicates no errors. However, the package file created contains only the +MANIFEST and +COMPACT_MANIFEST files.
The same manifest and commands work perfectly on a machine with pkg-1.3.7.
I have attached a tarball containing a sample project that demonstrates the problem, including the resulting txz
file and output from the command line.
I would be happy to file a report at the appropriate location, but I don’t know what that is.
Any guidance or help you can provide would be most appreciated.
