I have no opinion on delta packages except that they scare me and sound
like a very easy way to screw things up horribly.
What I'm interested in is package deltas -- given foo-1.0.0.txz and
foo-1.0.0-to-1.0.1.bsdiff, generate foo-1.0.1.txz. In other words,
a way to speed up "download new packages", not a change to the upgrade
process (since having generated the new package, you would still be
uninstalling the old package and installing the new one).
