Runnging local_unbound before PF

Hello,

I have local_unbound running and for the jails I create there's a
auth-zone. Is it possible to use FQDN of jails in PF for rdr? I know it
is, but what I'm worried about is this:

rcorder /etc/rc.d/* | egrep 'pf$|unbound$'
/etc/rc.d/pf
/etc/rc.d/local_unbound

Is there an elegant way to start local_unbound before PF?
