The same workaround is working for me:

echo "set timeout interval 5" | pfctl -mf -
echo "set timeout interval 10" | pfctl -mf -

but to be sure I also do:
nohup service pf restart

For more than 1 week (without any config change) the problem don't exist.

Next time it appears I will do the dtrace and procstat.
