one ADSL connection with 10 static IPs and PF

It's not an operating system issue, it is an encapsulation and handoff issue and where that happens.
If you can configure the adsl modem as a pure bridge, then you can perform the PPPoE encapsulation and handoff on FreeBSD itself.
A quick google will provide the recipe for that.
