VPN Routing

I assume that the configuration is for a tunnel between 2 servers, first
you have to add the routes in both sides, and then allow the traffic
from UDP port 1194.

pass in on $ext_if proto udp from x.x.x.x/x port 1194 to y.y.y.y/y
