problem with route-to on fbsd 5.4

The problem you are seeing is most likely fixed in RELENG_5.  So you should be 
able to cvsup to RELENG_5 and do a source upgrade.  If you don't feel 
comfortable with tracking RELENG_5 either, you can just get a RELENG_5 
version of sys/contrib/pf and reinstall a new kernel.
