NAT states

nat pass from <locals> to any -> ($extif:0)
block in log all
pass on $lanif from $lanif:network to $lanif:network allow-opts
pass out on $extif from $extif to any keep state allow-opts

When viewing states, no NAT state never evaluated. The construction
above is not working, no packet matched to state, created by
translation rule. Am I missing something, or is this some kind of
error?
