OpenBSD 3.7 pf codebase?

It will never be MFC'ed to RELENG_5 because of the amount of API  
changes behind the scenes.

OPENBSD_3_7 changes a lot of the backend stuff to packet filter, so  
it's a no-no in -STABLE :-/
