there are no stability issues involved. and you don't have to change the
limit in schedulers which you don't use.

i'd suggest using HFSC scheduler, with CBQ you have no control over
bandwidth borrowing. i've also heard about large and unnessesary packet
delay (not present in HSFC), but nothing i could confirm myself.
