bounded MooseX-* ports separated

Dear perl@,

Author of two perl modules (MooseX-Types-Path-Tiny and MooseX-Getopt) has
moved some functionality between them.

About 5 months ago I have submitted two corresponding PRs and marked them
as depended from one another. At the moment one of them has been commited,
while another has not.

The present state of two ports breaks things, is misleading to the users
and needs attention of the committer from the perl@ group.
